The Warning Value Chain: Understanding the End-to-End Warning Chain for Weather-Related Hazards

The warning value chain is a concept whereby the process of producing a warning is represented by a chain of sources of expertise (components), connected by bridges that convey bi-directional information exchange. For example, observations feed into the weather forecasts, which in turn feed into the hazard and impact forecasts, before the warning is communicated, finally resulting in the response. This talk will introduce the warning value chain, before showing how an associated warning value chain questionnaire is starting to be used as a tool by forecasting organisations to understand effective practices and identify any improvements that may enhance future warnings.
